Martyn’s Law

The Terrorism (Protection of Premises) Act 2025, also known as Martyn’s Law, received Royal Assent on Thursday 3rd April 2025.

It means anyone responsible for premises or events attracting 200 or more people at any one time will need to consider how they would respond to a terrorist attack. Larger venues will also need to consider steps to reduce their vulnerability.

Increasingly libraries are cultural venues and community hubs, attracting larger audiences to a widening range of events - and creating bigger spaces to accommodate them.

Libraries that fall within the scope of the Act will need to comply with the new legislation, which followed a campaign by the mother of Martyn Hett, who was killed in the Manchester Arena attack in May 2017.
