The building is sited in what used to be an under-used car park. The library has co-located with the housing office for the estate and staff have been multi-skilled to deliver libraries and housing services to customers. The library replaces the now demolished Camomile Street Library and has a total stock of approximately 22,000 items (books, CDs & DVDs for adults and children). It is mainly self-service but staff are available to assist and advise. There are several rooms for hire within the building: a large community room on the first floor complete with catering facilities and a multi-hall with a sprung floor on the ground floor are equipped with projectors and can be set up for meetings or used for dance and exercise classes; a treatment room on the ground floor is available for health and alternative health provision along with an advice room where Toynbee Hall holds regular advice surgeries for residents and City Workers. Additionally, a Learning Zone with 12 desks each housing "pop-up" computer equipment can be easily used for IT and non-IT teaching alike.
